Who are these states that can mount these expeditions? List them. Only the US has the logistical capability to do such a thing for the foreseeable future.
Canada's foreign policy before the Atlantic alliance was centered around countering American threats to sovereignty, which is why the country is laid out the way it is. That is a historical fact that you seem to not understand.

Which fits in with the trend of British common law on the subject. The US has always been an outlier with regards to free speech. They have always had a different tradition of free speech which was distinct from the version the US had, and those distinctions never were made coherent, because, again, the US has a slightly different intellectual tradition. Which again was based on a rejection of how the Brits treated other religions. Do I need to explain early American history to you?
