What does that have to do with anything. You say that as if that 13% doesnt have drastically different histories/circumstances than the rest of the population.

The sad thing is that 13% includes black women which usually only steal stuff instead of killing people, children, and the old
So in reality it’s like the 4% of the population that is black males ages 14-50 committing 50+% of crime
