Can foreign heads of state be involved in campaign ads?

How’s this for a Trump as idea: Leaders of Israel, UAE, Kosovo, Serbia, etc all saying in one of those Hollywood style narrative mashups saying:

“historically we haven’t agreed on much. But there is one thing we do agree on. President Trump has been an expert facilitator and a once in a lifetime advocate for peace. We, the participant heads of state in these historic peace agreements wholeheartedly endorse President Donald Trump for a second term. Let’s make the Middle East and Serbia / Kosovo peaceful again!”

Cheesy? Legal? Would be epic.

I doubt that is legal. At the very least, it's HIGHLY unethical.

A foreign head of state can say whatever the hell she/he wants. They are not governed by our law. The question is whether or not someone paid or traded with them to do so.

Nah bro foreign officials can't interfere in another country's election unless it's Obama trying to beat Netanyahu in Israel.

Nope.

Foreigners can’t participate IIRC.

Doesn’t mean you can’t do a bunch of commercials highlighting how he brought peace to the Middle East and the Balkans, each of which is considered on par with dividing by zero with regards to difficulty.

If a foreigner can become president, I don’t see why heads of state can’t be in ads.
