I'm not a fan of government at all, but even in my ideal world of Ancapistan, this is 100% justified.
Agents are removing trespassers. Check.
A person tried to physically and lethally stop them from justifiably removing trespassers. Check.
Agent uses lethal force in response. Check.

I believe it could have been avoided, but that chick definitely tried to run over the agent. In addition, on video you can see he shoots her though the front glass. The vehicle kept rolling forward after the shot.
