This (and Citizen’s United) is a major part of the electoral mess created by the Supreme Court because they had their chance to end partisan gerrymandering and choose not to. While constitutionality of it is questionable, the common sense tied to it was clear

CA: GOP is 40%, gets 17% of votes.
MA: 35%, 0 seats
CT: 38%, 0 seats
NY: 42%, 26% of votes
MD: 38%, 12% of votes
NM: 44%, 0 seats

I don't believe they can squeeze anymore juice out of that lemon. The reason the Dems are complaining so much is because blue states are already gerrymandered AF.
