Instead of calling it a “wealth tax” it needs to be called what it is, a “wealth theft”

Unlikely. They’ve had plenty of reasons to move in the past. They’ve either sunk way too much money into huge/lavish campuses, or for some reason don’t think they can hire software engineers in any other state. You may get fewer startups and some outward migration of small tech companies but the big boys won’t go anywhere. The wealthiest execs/owners/founders move and the tax burden just shifts to their high income W2 wage earners.
They may eventually tax people/businesses so much that they move, but this isn’t gonna do it. Just like all of the insane taxes in WA that have been foisted upon Boeing and Microsoft and Amazon and T mobile hasn’t put a dent in their workforce, even if they move some corporate positions to another state.

I dare them to pass it, it would be one of the strongest reminders we have as to why socialist policies fail.
This is the result of a "well we can do it a 'good' way that works" philosophy. There is no "good" way because it's a path that always leads to failure if you stay on it long enough. There is no option for avoiding the pitfalls as the whole idea itself is a pitfall, the only option is to turn back from it.

I think it’ll be a state imposed tax like the property taxation system that’s well established

I would imagine a wealth tax goes more in depth into a person's personal finances and property ownership (assets and liabilities) than a simple property tax.
