ETA: with his dachshund, who was unharmed thankfully. Dachshund probably saved the day. Dachshunds are awesome.

He was also attacked by an unidentified person at his home in January. He’s also investigating the missing clinton emails. But it’s just a disgruntled employee. Just like Farook was a disgruntled employee

If you are asking to take a wild assed guess, I'll bite.
Based on the limited info in the story, I'd guess there was a little more going on between the men than the story let's on. I'll guess that the jilted lover balked when he was thrown to the curb and separated from the investigation. A former FBI agent does not shoot someone in the arse and "run them over" when they intend to kill them.
There is a reason it is called a "double tap". first one immobilizes, second euthanizes. In an ambush, an experienced operator will rarely not kill an intended target.
Or perhaps the Dachshund saved the day. Could happen.

He went to retrieve an FBI tip from a drop point and was shot while doing so.
