We weren't at war with Syria, Iran, Libya, etc. when we entered their airspace to take out targets which we considered a threat.

You want to break foreign interference in US politics I’m in.

The fentanyl and drugs need to be addressed and I’m fine with people involved with the trade knowing death is always at their door as they sell it to our neighbors and children.

Because when they are in international waters NOT flying a national flag, under UNCLOS (rule they have no soverign protection. Under UNCLOS such a vessel may be stopped, boarded, searched and seized. They may also be fired upon. Sinking a stateless vessel is not prohibited. IMO's (International Maritime Organization) use of force guidance for maritime interdiction allows for lethal force and that authorization is specific to narcotics trafficking, piracy and other illegal activities.

I don't have a particular wish, other than an explanation to the American people about the justification for using our military to execute people.

I'm NOT SAYING IT'S NOT JUSTIFIED. I just want to know the level of "war" we're in. Obviously, this undeclared war has more limited rules than some of our other undeclared wars.

This board justifiably complains when the MIC and IC hide things that would embarrass them with the old "national security" and "sources and methods" excuses. Trump is really pushing the envelope on this matter. Why can't we see the memo? It's just legal reasoning, right?

Thanks, Diver. You seem well-versed in this. Who enforces those rules? Are there any sanctions for violations? Are people on board vessels suspected of criminal activity "owed" a chance to surrender? Does suspicion of ANY crime warrant execution?
