This sounds more like a description of stock grants, not options.
With options, the act of exercising the options triggers activity, and the strike price is a factor.
For the downvoter, I actually get both stock grants and stock options, both quarterly. I don’t pay taxes on options until I exercise a batch. Vesting has nothing to do with it. I always pay taxes on grants.
