This is about as definitive as you can get...
The US intelligence wasn't bugging Hillary's campaign, but Russia was. They heard the start of the "Let's frame Trump for colluding with Russians" plot.
The US Intelligence did have the Russians bugged and heard their reports on the plot.
So before it even started, the US IC knew it was all a dirty plot from Hillary. Any doubts about the validity of the intelligence should have disappeared once Hillary started putting the plot into motion (paying Steele to create 'evidence').
So way before there had been any public hint of this, all the later players knew it was a Hillary plot to frame trump.
Amazing that they never mentioned ANY of this to the FISA court when they were using it to spy on the Trump campaign.
