Do the scouts allow scoutmasters that aren’t fathers or grandfathers of actual troop members?
When I was president of our baseball association we rarely approved coaches that weren’t dads or grandfathers.
If you still wanted to coach with no kid at the park you’d have to have a private meeting with me and the VP and we asked if you would minded an additional background check beyond just the FDLE one we did to be in compliance.

My scoutmaster growing up continued to be scoutmaster after his son had aged out. My dad continued volunteering for several years after I had aged out as well.

It's not uncommon to have an adult that was a Scout in youth and had a kid complete the program and continue to serve. Part of Scouting is giving back and many adults love the program, the fellowship with other adult leaders and mentoring boys in a time where there's a lot of singe mom's, worthless dads and social media distracts these kids.
Specifically any adult can serve BUT..
You have to go through a pretty detail background check.
The COR: Sponsor of the Troop has to approve.
I'm an Assistant Scout Master and my son is about a year or so from earning his Eagle Scout. He can go until he's 18. I may continue as I like teaching I like hiking and camping, and frankly not enough men are stepping up as they want to sit on their assess and have someone else teach their sons how to be a man

Rule one on first day: parents you are not to leave your child at the park if only one other adult is around.
Rule one for the coach: you are never to be alone with any kid that’s not your son for your own protection. If any doubt, call for another adult or grab the police officer living at the property until another adult shows up.
Never any problems.

The BSA has a "Two deep rule" saying no Adult can be alone with a Scout ever...that includes Emails and text messages
