The GAO report included procurement of the aircraft. There's no additional cost for "buying" them. 3.2 billion is the total expected cost. A lot of money but there's no need to just make up numbers.

If the cost estimate in the research phase is 3.2 billion, there's no way it ends up under 4.

Who is making up numbers? Trump said a number. Lots of people said he lied. His numbers were confirmed.

O&M is the lion's share of the IOC of getting a program like that into service...

That puts the cost after the first two years of sustainment right around $4b

No I quoted the NBC news article to point out its wrong. It adds on costs of buying the plane when those costs are already factored into the 3.2 billion figure.

You can check it out yourself. Page 158 of the report.

The figure stands at 3.2 billion according to the GAO.

So you dispute the final price will be in excess of $4 billion. I bet it will exceed $5 Billion, or would've had Trump not called attention to it.
