The China problem we are dealing with today almost entirely happened under Bill. Rumors were that they blatantly let China rip off military tech, but besides that, publicly said that tensions in Asia would "ease" if we got China to join the WTO.
Bill didn't know that China is always asshoe.

Do you remember Triangulation? It allowed Clinton to propose horrible policies but never suffer from their implementation. IE:
Clinton: I propose (extreme left policy)
Then: It doesn't pass Congress because it's bad policy.
Clinton to left wing supporters: 'Hey, I tried to implement that policy but the Republicans stopped me!'
Economy: Boomed due to bad policy never being enacted.
Clinton: Look at how good the economy is because of my policies.
BTW, in answer to your question. Free cell phones for everyone was a failure. The drug dealers cashed in on dozens of cell phones each which made trafficking easier.
