Isnt this a HofR issue...and the problem is that Trump via EO can install the payroll tax cuts but only as a deferral. the HofR has to initiate complete forgiveness ...and Nancy is down with that. So for the funds not be paid back....the House would needb to b go R

Maybe, maybe not. Nobody knows what a few months now from will look like. Either way I still think it's a brilliant move politically, but obviously very illogical in implementation from the start since hardly anyone is participating. Ultimately if it gets forgiven it's just a tax break when filing next April for grand majority of people.

Trump doesn't have the political capital in Congress to put any pressure on Pelosi or her Ds in the House....he hasn't since 2018. I'm not sure why you expect that to change after the election unless you think the GOP turns the House....which I think is a really long shot.

If and when Trump wins reelection he will have the political capital. Presidents get a full tank of political capital after winning an election/reelection.
