The main question should be “who is the President golfing with?” Presidents often get a lot of work done and important input while playing golf away from prying eyes and ears.

The first few years of a presidency usually you are working based on previous presidents policy. Since you know you didn't come in day 1 and change everything. Policy is layed in and takes effect overtime.
