Just another example of how crappy these people are. They are so evil they can't grasp that not everyone is as evil as they are.

Another previous example is them investigating Trump. They assumed if they just listened in on private calls he would get caught.

Or getting his tax records, and on and on.

This is what they're going for. Same reason why they wanted that anti-lyjching bill passed so much they were willing to pay Smollett to fake a hate crime on himself. It was because they were afraid it was them who may end up being lynched.

Seems that someone was making a point of telling people that many people were actually forced into the bad guy club. Imagine a scenario (just hypothetical) where say, someone kidnaps your child and their ransom is for you to provide them blackmail material. That would be how you could take an otherwise honest politician and turn them into someone you control henceforth.

So this legislation seems to maybe be a way to get blackmail strings cut for some folks who were forced into the game. Once again, part of the show. Q spoke to this stuff quite a bit.
