You clearly have deficient reading skills if you can't recognize he is talking about two different things. He says that minority-owned businesses will get priority AND will also receive equal access. If they hadn't already been receiving equal access (which I seriously doubt they haven't) the government has been treating them unfairly and illegally.

While I appreciate the sentiment can we get past treating businesses like people. A business has no race, religion, or any human characteristic. It's simply a large summation of contracts at the end of the paper.

I read animal farm a couple times. The way the statement was put out made it clear that some classifications are going to be more equal than others. Need or merit be damned when other qualifications can be used. I worked with enough government contract setups to know what’s coming.
