Her application was as a minor under her father's status. If her father's application is nonexistent then it logically means she is not a citizen of the United States.
Because Omar was a minor or under eighteen she did not sign any documents or provide false information. Her dad completed and signed the paperwork. Dependents on the IRS 1040 don't vouch and it is the same for immigration forms. Do your kids sign your 1040 form?
If Omar was eighteen then she had to apply on her own but she repeated that she was seventeen when naturalized.
Maybe she never saw the paperwork and was told that she a citizen by her father. Then the question becomes when or did she learn of her status. My guess is when she changed her year of her birth.
