The important distinction
The earlier review was conducted under Trump, not Biden. The publicly reported outcome was that investigators found no evidence of wrongdoing and dropped the review. That does not necessarily mean there was a formal legal ruling clearing Omar of every allegation.
If your question is specifically whether Biden’s Justice Department or DHS investigated her and reached a conclusion, I could not verify a publicly announced Biden-era determination.
