Considering that Epstein died in a prison under Barr's department, and that Barr had several ties to Epstein, I have a hard time seeing this statement as anything other than deflection.

I think he's just trying to do what he can to check the audacious conspiracy theory machine at work in this.
It was a side comment to the current situation which is an administrative investigation into policies and procedures that were violated which led to a suicide of an important detainee.

Well, check the machine AND yank perceived comfort from under the feet of co-conspirators. As for the admin investigation comment, that could morph into something else that Barr would have to stay away from regarding recusal. But it is what it is at the beginning.
