Because if you do it all with algorithm, it's very easy to end up with many, many more votes than there are voters.

I think he is saying you need a physical ballot number to match the "swag" you put in the program.

The algorithm was used everywhere possible in blue and red states to pull the spread a little closer in Trump counties and a little wider in Biden counties to simply to reinforce the perception of Biden's strength in popular vote only.
Nobody would expect to have an audit in a single county in Colorado were Biden won by 145,000 votes, but really it was 135,000 after the 3.5% flip against total vote tally. That's where 81,000,000 votes came from.
The ballot stuffing would take place in counties of swing states where the spread was manageable enough to cover with dead voters, based on 2016 results.

The old school ballot stuffing had to kick in to remedy the broken algos due to overwhelming turnout for DJT.
