Billy may get the acting title only when Landry is out of the state or country, but that happens anytime a governor has medical issues or is traveling. It is not like Billy can fire off a whole new set of executive orders or fire other state appointed officials in the hours he becomes acting governor, and if he did it is not like Landry can’t undo what Billy did. It is really for emergency purposes and a continuity of government if something like an emergency occurs when the governor is out of the country or laid up in a hospital bed under anesthesia or in a nut house.

Now if the governor is in a “state operated” nut house, the governor still maintains the ability to fire medical directors until they give him a clean bill of health and resume gubernatorial duties upon release, see Governor Uncle Earl Long.

Do we believe Trump...that this was Landry’s idea?

It's hard to believe that this was a burning issue with Landry, especially since it has never had a chance of becoming reality. Also, Governor Landry said that the President called him to ask him to help out Marco Rubio. On the other hand, it's hard to imagine the President lying about this.
