This is going to happen with drinking water in many areas. This approach is meant to combat the Tragedy of the Commons. When we have finite (or effectively finite due to the time/costs to make them renewable) resources that have one price for normal use that become necessary for other operations that take advantage of this low price, it leads to a scenario where we over consume the resource. The idea is to create market-based pricing of the resources so that the industrial users who will over consume the resources are engaging in arbitrage to the detriment of society.
Two modern examples are probably less emotion-inducing than dirt/air: fracking (and its use of water) and AI (and its use of power and and associated assets)

Just because insane things have been discussed in the past doesn't make them any less insane in the present.
It's easy to dismiss these people and say they are just academics talking about theoretical things. But they are presenting outlandish proposals on purpose as fishing expeditions, and then the less-crazy things they actually try to implement are more palatable.
These WEF people make Alex Jones look like grounded and logical thinker. The idea that these proposals get a "legit" venue to be discussed and debated - and even promoted - is sad.

Those policies I referenced were implemented and have been in place for decades.
The Left is still melting even though it worked, because of the economic inequality they feel.
It has nothing to do with the WEF and these policies are only slightly newer than the WEF itself.
In our lifetimes I will wager a high amount of money you will see similar programs for fresh water across the world, and it has nothing to do with the WEF.

I think this says it all about your 180 degree delusional take on what's going on here.
THE actual policies stated at the WEF are Totalitarian (thought you opposed that?), over-officious, capricious, and confiscatory to an insane degree.
But most of all, these ghouls and their NWO policies are about facilitating Population REDUCTION.
