The idea that Russia is willing to negotiate does not suggest Putin realizes his strategy isn't working. If anything, when you have a massive army in another country, it means the defender's strategy isn't working. Russia has yet to be repelled or counter-attacked in this war. Ukraine is not in a position to make many demands, since the Russians continue to advance.
Tweets like these are propaganda, designed to elicit an emotional response in the reader to sway opinion. The neocons want war and by making Russia look weak, war looks more attractive because it would be more winnable.

Russia has failed to take one city. This is clearly not going the way Putin expected. He thought Ukrainians are his people and wouldn't fight back.

Yes, they have actually.
Anyone who thinks this has either never been to Europe or has ignored geography their entire lives.
Ukraine is TINY. European countries other than Russia are the size of our states or smaller.
Nuking Kiev or any other city in Ukraine would screw up Crimea and a huge swath of Russia as well.

Well that's one persons opinion.
Just thinking Ukraine shouldn't take the fight to the Russians. It seems the Russians are just coming down the road. Doesn't it make sense to let them roll right into a fight.
And we don't really know what the hell is going on there. Why would the US release propaganda? I can see it coming from the Ukrainians.

It may not be going as well as Putin was expecting or he may not be in a hurry to reduce a country he wants to conquer to worthless rubble. I'm sure the experts and mind readers on here can figure it out.

Is this the modern attention span, expecting that two of the biggest countries in europe would be done fighting a conventional war in only a few days?
If Putin isnt happy, then if he announces victory once Kiev is taken - it wasnt going his way and he wanted to walk away with even a symbolic victory.

Or maybe he knows that to inflict mass casualties to the Ukrainian citizens will stir hatred there and unrest at home. Not a good look.
My guess is he’s telling Ukraine that they have no friends and either agree to his terms or he will apply real force. Then he can blame them if he has to go to the next phase.
Anyone that thinks Ukraine is holding their own is an idiot. Russia could level Kiev if they wanted….but that would really piss everyone off.

I think Ukraine can mount a nasty and very costly defense, but I'm not sure they have the ability to counter attack and repel the invaders.

You only negotiate when you can do so from s position of strength. Putin has dialed to secure anything of value in Ukraine. They haven’t even taken Kharkov which is 25 miles from the Russian border. The fact Russia is willing to even talk at this point, without having actually secured anything that would allow them to negotiate from a position of strength, is a very clear indicator the Russin offensive has not gone according to script.
