Last time everyone focused on something like this the administration made major changes in immigration processes.

Amateur photographer here. I use PhotoShop to retouch images every week.
Not the same photo, but taken in the same series with a burst mode shutter release with a very good camera with a big buffer. Note the subtle difference in mouth set and slightly more twist of the head. The two photos were separated by probably 1/10 of a second or so.
Orange photo is indeed the result of weak PhotoShop skills.
Unaltered photo nonetheless entertaining.

1. Photo is funny.
2. Response by people is funny.
3. Trump tweets about it and we then get media attention focused on this, making this the focus for at least a day.
4. Something policy-wise happens during this time that no one sees or hears about.
I just find it humorous how this keeps playing out this way.
