I would contend if the Trump administration sent him $1 after his release to help him on his return journey to the US, they would have met the requirements of facilitating his return.

They've clearly intentionally concocted a scheme to avoid judicial review and even revealing the details of their actions.

They're giving no efforts to follow a direct order from the USSC and are giving lip service at best.

They asked about his return, the president of El Salvador said no.

Cest la vie.

My personal take is that Trump should have his jet pick him up, have a judge on the tarmac when it returns here, process the guy, then fly him back.
