How is it Orwellian? If citizens of another country do not want the government of the United States to look at their social media then they have two options.
Option A: Do not apply for a visa to come to the United States of America.
Option B: Delete or scrub their social media like Americans have to do when applying to jobs and other things where they would not want their future employers seeing their keg stand pictures from college.
