I know for a fact that a memo went out among the Trump campaign that they were hearing that the dnc wants to put Hillary at the top of the ticket - and to start preparing for that possibility

He is, but I don't believe he's correct here.
Hillary is as universally despised by her own party as much as Harris, but lacks the melanin that Harris possesses. Dims have created this "everything is about race" monster, and now they can't afford to replace the white guy with a white, three-time presidential race loser who couldn't even beat Donald J. Trump even with the entirety of the election fraud machine supporting her. If Biden does step down, which I don't think he will at this point, they're going to replace him with the brown skinned woman and offer her up as the sacrificial lamb while turning their focus towards down-ballot races.
