They have never shied away from being open to what they are doing. They were planning for this the second Harris lost even before.
Why oh why did not Trump get ready for it. He should have had his own team moving in this direction.
Instead he had his crew down in FL planning the DOGE blitz. I said this a long while back, right after Trump was back in office. He did little more than take the goodwill he had and threw it out the window. I say this being all for the cuts. But it was how he made them. He should have rolled out the cuts over time while seeking to undermine the lawfare that was organized and ready.
The real question is, what can Trump do about this? Nothing....he can try and ram his way through with EO but they are being struck down. He can't rely on the senate or the house to support his EOs which would undermine the judges. What can he do but appeal to the friendly judges. IMO, the best thing he could do is get his own cases started by allies against his programs in friendly districts and they try and adjudicate them there. He's going to lose if he thinks he can punch the tar baby to death in DC
