I obviously wouldn't just want an 8k check handed to parents with zero accountability. But to act like it's impossible to come up with a workable system to prevent abuse just seems like a desire to keep the status quo and protect government monopoly in education.
Personally, we homeschool our kids. While Arkansas is about to make funds available I have not decided if we will take advantage or not. Government money usually comes with strings and I am more than happy with the education my kids are currently getting for probably $1000 each a year. (Well, plus the $70,000 that we are forfeiting of my wife's salary so she can stay home.lol)

Not reading all the pages, but the end result of such a policy would be... private school tuition just increased by... $8000.

100% of LA residents are paying $0 in STATE property taxes, and since this is STATE funding we are talking about, the property tax argument is completely bogus.

Most of the better Catholics schools in LA have never taken voucher money. The marginal Catholic schools eat it up... it's what keeps their doors open.

Maybe it's the same percentage of people who have kids using schools every year of their life?
Most homeowners aren't using public schools at all right now in my city. Those who have kids in public schools either didn't five years ago, or won't in another ten years.
It isn't like your property taxes are just turned off when your kids graduate school.

OP stated $8,000 vouchers in Louisiana as well, and I wondering how many folks in LA have property tax bills that high for their homesteads.
Absolutely believe unincorporated Montgomery Co could easily be that high, especially 20-30 acres.

I don't know if vouchers are the best answer. I homeschool so most of this doesn't affect me. I am for true educational competition and the destruction of government monopoly on education. If charter schools do that better than vouchers then so be it.

I don't blame teachers. I think the majority of teachers want to do a great job educating kids. Their hands are tied by oversized and overpaid administrations and government bureaucrats.
