That would be incorrect. I think what you're going for here is that national defense is one of the few EXPLICIT areas of spending outlined for the federal government in the Constitution (and also what is just practical for the federal government to spend/manage as opposed to fifty individual states).

Wasted would be 52 Harrier jets in simultaneous VTOL.

This cost a good bit, but the demonstration that we are serious is worth that cost.

Or maybe they see it as constitutionally mandated government spending. That's not to say it can't be trimmed, but your attempt to lump all "government spending" as equal is either misguided or dishonest.
