What I can’t under is why he did this at 3:15 and not midnight when more people would’ve been there. This is an absolute tragedy but thank God this idiot waited until 3 hours after midnight.

Someone suggested that perhaps the original plan was to have all the planted IEDs go off on Bourbon around midnight but they flopped. So he instead went for the boobie prize of running people down with his truck, just to get something done.
