If you go by numbers and the guys track record, most likely an extension to June 1, but a phase 1 opening of some sort, likely 25% capacity, May 15
That way he opens it a bit and gets more federal dollars

There is a difference between 'he extends it to..' and 'what he says tomorrow.'
