Because the 20% outstanding is all in Orleans EBR and Rapides.

The incumbent only got 46% in the primary. The Republican Sec of State just won by 20+ points.

Rispone is a horrible candidate who ran one of the worst campaigns I've ever seen.

He got in the runoff by lying about Doc, but all he had to do was tell the truth about JBE in the runoff.

And still lost.

Lying about what? Doc votes with Pelosi and misses work all the time.

I think its funny how no matter how many votes come in, orleans and BR stay the same. It's like they're waiting to see how many votes they need to dump.

Rispone might've won a lot of Doc's parishes as a whole but look at the votes, so close. Worthless turncoats or stayed home cuz mad.
