These are the qualifications:
race
religion
nationality
political opinion, or
membership in a particular social group.
There are no legitimate refugees by law from anywhere but perhaps Venezuela in south and Central America. And we know many of those belong to groups from which legitimate refugees would be fleeing.
You are more ignorant about this than you are about economics and that's saying something.
