You truthfully fill out the registration card and indicate you do not have a permanent address. Why is this so difficult a concept for you? Do you typically make up false information in applications you sign?

In Fulton County, the homeless can only use a church to register if they routinely stay there. Otherwise you must use the courthouse address.
The suggestion being 1000+ homeless routinely stay at a single church location is extremely dubious.
