My current troybuilt mustang (pureshit) went kaput and I need to buy a new one. I don't want to spend more than $3,100.
What are the best brands?

You are not going to get much under $3,100.
Most use the same hydro gear transmissions it does not matter which brand, some have fab decks to make them look stronger with residential grade spindles. I stopped selling exmark due to the plastic pulleys that went out. $90 retail for one of them. Most of them have the sealed spindles, and engines are usually Briggs or Kohlers.
Until you step up in the $3,499 and above its pretty much residential units no matter which brand including JD, hustler, ariens/gravely, Troy-bilts, Toro's, and even the husqvarna's.
I did see some 2015 new 60" cub cadet z forces which is the next level up with true static welded deck for $2,700 at Tractor Supply in New Roads, LA. Under $3,100 that is a bargin. New I sell them units for $3,499 to $3,799 depending on Kohlers or Kawasaki engine.

Ariens dropped prices on thier home depot model. 3k for Kawasaki 23go and 52" welded deck.
I bought a hustler raptor limited last year, it's pretty good. But I would buy the ariens if I were looking today.

OP, save yourself all the problems of buying a POS box store crap. Pay a bit more and buy from a dealer. Yes, it is a pita to spend more, but you get what you pay for.
How big is your yard? Match to that.

I have been seeing 1 and 2 year old Gravely's going for around 3K. If it wasn't used in a commercial setting I believe I would be looking that way. Great 10 year mower with about 8 years of life left.

My yard is 1 acre. Why is there such a difference between the dealers and Home Depot/Lowe's products? If it's the same manufacturer, shouldn't it be the same?

It is suspected that all big box mowers are just cheap MTD brand mowers with different labels slapped on them.

Gravely interest free financing usually available.

That is definitely true for the main brands, JD, Husq, Craftsman, Troybilt, etc. My understanding is that Hustler, bad boy, and Ariens are made at the same factory by the same folks who build the $10k mowers.
As was mentioned above, the build quality of the hydro is the main difference in price.

When I lived out in OK, I mowed 5 acres with a Cub Cadet ZTR. Had a 52" cut and did a great job. Bought from a CC dealer and they came and picked it up each winter for maintenance. Cost me nothing. It was part of the package. Paid right at 3k total.
Sold it for 1,500 when we moved. Not bad for 3 years service.

Bad boy. All welded deck with a lifetime warranty on the leading edge. I recommend Outdoor Power in Woodville, Ms. that's where I bought mine for a good price, lower tax, and got some freebies like an extra set of blades.
