One NWR clearly states that ebikes are only allowed on maintained trails, and the definition of maintain is in the brochure.

He likes to add words to the regs. That's why I'm asking. The definition of maintained is pretty dang loose.

The brochures are very clear. They are written with clear common sense.
one which has been mowed, disked, or plowed and is free of trees. Common sense- you reach the end of an ATv trail that has a big brown sign that says End Of Trail- and beyond that is chest high switch cane and fallen trees, shrubs growing, even though it is evident that it once was an old continuation of same road, THAT is not maintained. Common sense. Jesus,Mary, and Joseph !
Now, big green grass mowed roads that have a sign End Of Trail 3/4 the way down, and past it is still mowed green grass, clear, THEN an ebike may proceed further than an ATV.

I was hunting in Missouri this year on public, group of idiots came riding up on me in the middle of the woods and stopped and told me I should buy one. I said yeah I would have parked it on the trail head like you’re supposed to do. They rode by everyone in our group. They are awesome though but they are being used illegally is the problem.

I wish they had been available in the mid/late 90s. That 2 mile walk at Cocodrie got old.
