Agreed. He already has what he needs … no need to delineate again

Could you just build a bridge? I am ignorant too this and really want to know. My MIL inherited 5 acres of land on a Bayou that she said we could build a hose on in Gonzales, it wasn't officially surveyed but a contractor that looked at the land said it was only good for 3 lots and was "full of wetlands"...

Yep, go with what Tenfoe posted and you're good. If it's only a driveway going through it and you aren't impacting the entire .29 acres, you may not even have to mitigate under that NWP.
Also, I don't know what the hell all this conversation about Andrew Harrison is. Harrison is a bank sponsor; he doesn't do determinations, or determine how many credits you need to buy. He just sells them to you. I used to do the monitoring on several of those banks. If that guy did determinations and did the field side of this stuff, he sure wouldn't have been paying us.
You also don't want to hire an attorney to get you a permit. Way more expensive than going through a consulting firm.

I read it. Calling Harrison isn't going to do him any good at this point. If he even needs to mitigate, the Corps first has to tell him how much to mitigate with, then where he can buy from.
Harrison may not even have a bank in his watershed (pretty sure he does, but it may not have credits available, or be the right type of wetland).
Either way, the best route is an NWP (which may not even require mitigation) and minimization--neither of which requires spending money on a consultant. If he's building a house or something small, mitigation could run the project cost up substantially.

There is a ton of bad information in this thread. If your impact is less than 1/10th of an acre, you are not required to mitigate. Mitigation costs in northern St. Tammany about 6 months ago were running around $45k an acre depending on land categorization. If you are looking for someone to help you with this in St. Tammany, call Tom Brown or Zack Rudolph with Biological Surveys, Inc. I would consult with them on the front end to get an estimate as to how much it would cost for them to handle the project in its entirety. Mitigation, dealing with the USACOE, subsequent development and dealing with the Parish is a big undertaking for someone with a full time job and other responsibilities/stress.
