Might be wrong, but tying it to the side gives two points of attachment. If you do two at the back wouldn't the rising water keep the boat jammed against the tie off points?

The water is going down now. My brother found a route to get out to my Mom's place though and he is going to go try and find a blow up boat or some flotation device so they can go out there and move it back under the pier.
