Not quite that bad, but would be interseting to see their methodology. I've been snapper fishing 4 days so far this year. Was surveyed at Cypress Cove one of those days when we had a 2 man limit. Been surveyed once by phone on a week I didn't go fishing. Another buddy of mine mentioned he was surveyed by phone week after he was out.
At least we have state control and we get some days. Don't want to go back to the days when the feds gave us 9 days. At least last year we had 200 days.

absolutely this!
Feds = shorter season and 2 person limit
State = longer season and 4 person limit, with a couple of 5 person limit weekends thrown in for fun.
