Might be the high speed jet or the fuel pump. Have you tried to run it with clamp on muffs?

Speaking of, it is a wonderful hand cleaner. Cuts grease/oil like a knife. Of course, you then must get the seafoam off.

No! For a fuel pump problem, look at the exhaust at idle in the water. You will see more smoke then normal.
How old is the motor? Is the timing set right? Or could be the high speed jets need to be clean.

This is what i'm thinking since it is doing it only half to full throttle
