My opinion, not being a LA Bar member, is that the only way to determine an actual definition of a particular waterway being "navigable" is through the courts. I've looked this up before and it just devolves into legalese, which means you can fight it if you have the means to. Louisiana is particular here, and our oddball laws don't help. Our definition is not the same as the Coast Guard's.
Certainly, putting up a sign declaring water to be closed does not mean it really is. Nor does declaring water to be open make it so.
Until someone gets a court to decide that Bumblebee Bayou is public, the issue is unsettled.
