I hear you man, I know. That's why it's a dilemma, I'm not that guy that shoots dogs cause I have a itchy trigger finger. Pow always told me keep the peace. 
Just will be ineteresting if the owners actuually do something about their dog roaming the neighborhood. (They live about a 1/2 mile away from me)

If many of the dogs in your neighborhood are running free, its kind of hard to blame this one for doing the same.
Dont kill the dog. Next time he's in your yard, load him up and take him for a drive. Dump him a couple of miles away. If he has a coller, someone will call the owner. If he doesn't (and he's charming), he'll have a new family away from your chickens.
If he makes it home and continues to harass your chickens, take him for increasingly longer drives.
