Id vote for what Missouri is doing. Dedicate a percentage of sales tax to waterfowl conservation and the fishery.

This concept started a few years ago when they did the Cutthroat Slam

It was very popular and has spawned these other Slams.

I've caught all of them in Utah except the Yellowstone. They only live in a few streams here and I've never ventured out to get them.

The Missouri model is actually being explored currently. Haven't had success getting it through yet, but it took Missouri nearly 10 years to pass theirs if I'm not mistaken. It goes to all forms of conservation, from wildlife and fisheries to soil and water conservation districts and parks.
