Because site characteristics change over the course of sampling...particularly in south Lousiana where everything is eroding.

From what I understand, they randomly select from fixed locations. They do not sample all locations repeatedly because: (1) It's really unnecessary from a statistical point of view, and (2) Costs money to survey all the sites within a given year.

I agree a 5 fish 20 inch min is what Louisiana needs to implement.
