Last year, on big weekends, heard of people waiting 45/50 minutes in line to pay at booth. Have had tag since they came out with it.

What time do these waits occur? I was thinking about going down next Saturday, would be passing through at about 4 am. Issues?

possibly. it's usually a little after sunrise on friday/saturdays in my experience
