You can't go wrong with an 870. I'd prefer a brand new 3 1/2" BPS over an 870, if a pump gun was the choice.

What ever you do... remind him to remove the choke after every hunt. Especially if he hunts in brackish marshes.

Id go with a browning maxus. He'll have it for the rest of his life.

I would not trust Mossberg to make O/U shotguns. For that matter, I would not spend under 1800-2k on an O/U.

I got a benelli sbe from my mom. Wish I duck hunted. I've shot skeet with it, but I can't have more than 400 rounds through it. Maybe less.

That thing is super smooth and still looks new.

CZ912 or Mossberg 930 (semi) or

Benelli Supernova or Browning BPS

If it was me, I'd get him the CZ912.

Probably give him a price range and let him go shoulder a few at a gun store. I have friends that love the SBE but it feels too light to me. My xtrema is what felt best.

Beretta Outlander or Franchi Affinity.
Don't go used on a gift and DO NOT BUY a new 870 Express, only pump I've ever owned that would JAM UP
