I've been delayed quite a few times and I have a CCL and an FFL 03 so additional "paperwork" will probably not help your cause.
I did some slight digging and they said someone with a name or SSN close to mine is on the list so someone has to phisycally look up my info.
I was told I could apply for a unique personal identification number or a UPIN through the ATF but I never really looked into it as the delays never really affected me and were usually cleared up within an hour.

One of the folks I was buying from when I had a delay. They said they had another customer that was tired of getting delayed and that person was able to procure a UPIN.

If you have been arrested you will be flagged and delayed.

Do you have a TWIC card? I get delayed usually and have been told it's because I have one.

Common misconception. Delays are caused by similar names, past charges, and quite possible the sales guy thinking you're a creeper.

I've had a few customers get delays even with the UPIN.
The CC permit is the way to go if in Louisiana.

That's not true. I bought a rifle from academy a year and a half or so ago and they put a 3 day hold on it. I bought another gun from a different sporting goods store a couple of weeks ago and I walked out with the gun in 30 minutes.

It can also be how the FFL submits the 4473. I've been delayed at Academy on occasion but have also been granted proceeds. Never been delayed at Jims or my FFL. Both Jims and my FFL call in FWIW.

I just got through with the AStF training to sell guns where i work and I could have sworn it was 3/15/15 no background check required if you have a CC.

OP, 1. Stop being creepy 2. Apply for a UPIN. All you need is a NICS number (go pretend you're going to buy a gun and when you get delayed, tell the person to No Sale the transaction and ask them for a resolution card and the NICS number)

I must be a rarity. I bought a pistol at Academy a few weeks ago, and I had about a 10 minute wait, and I have a TWIC.
When I was filling out the paperwork, I mentioned to the clerk that I had a TWIC and I had heard that a TWIC can make for a long wait before approval. He said that he was told that having a TWIC causes the software to show that fingerprints are on file. But the initial software cannot tell the reason why the fingerprints are on file. So the software has to send the info to another software that determines why the fingerprints are on file. And that is where the delay starts.
I don't know if that is BS or not. But I actually have fingerprints on file with my TWIC and also with my hazardous materials endorsement on my CDL.

correct (mostly). examiner (actual person) usually has to come in and push it through to Proceed

I guess me and my dad happen to be in that 1/10.
TWIC has absolutely nothing to do with a 4473 call in.
ETA: I see a post involving fingerprints for a TWIC. I never gave fingerprints when applying for or receiving my TWIC.
