Apparently you didn't read it, or you're referring to something else entirely, because the CES employee that wrote the guidance said he didn't follow their guidance in any way, not just the refreshing.

And there isn't really anything you can plant in the middle of August in Louisiana, even with adequate moisture. Maybe a few species of millet, but nobody recommends top sowing those.

They allowed opinions from another state "MS". Why not allow Arkansas? Another state equal distance away.

What time of the year do you boys in LA throw out Japanese millet for the ducks?

No they didn't. The judge even said he couldn't use Mississippi guidance since he was in LA.

April 1st to August 15th with the recommendation to disk and cover seed.

You can broadcast and leave seed uncovered all you want, just can't hunt it for doves because it's not a normal agricultural practice
